Equalis AB is a non-for-profit company owned by the Swedish Association of Local Authorities and Regions, the Swedish Medical Association, and the Swedish Institute of Biomedical Laboratory Science. Equalis aims to improve patient safety by working for reliable and comparable test results in clinical laboratories. EQA schemes are provided by Equalis to help the laboratories monitor and improve their quality. Equalis is also the national release centre for NPU terminology in Sweden.
The National Board of Health and Welfare (NBHW; Socialstyrelsen; SoS)
The National Board of Health and Welfare (NBHW; Socialstyrelsen; SoS) is also a government agency under the Ministry of Health and Social Affairs, with a very wide range of activities and many different duties within the fields of social services, health and medical services, patient safety and epidemiology. NBHW gives support and exert influence e.g. regarding development of standards based on legislation and the information collected, and also undertakes other official duties such as maintaining health data registers and official statistics. NBHW creates the conditions for the development of appropriate and structured documentation and further develops tools to enable data portability.
The Swedish eHealth Agency (SeHA; E-hälsomyndigheten)
The Swedish eHealth Agency (SeHA; E-hälsomyndigheten) is the national Competent Authority for this Joint Action, which was also the case for X-eHealth (WP co-lead for Architecture and integration) as well as Joint Action TEHDAS (WP lead for Governance). SeHA the National Contact Point for eHealth1) eHealth is the use of ICT in health products, services and processes combined with organisational change in healthcare systems and new skills, in order to improve health of citizens, efficiency and productivity in healthcare delivery, and the economic and social value of health. 2) WHO definition: cost-effective and secure use of information and communications technologies in support of health Read More, with national responsibility for e.g. ePrescriptions, National Medication List, EU Digital Covid Certificates, and furthermore to coordinate and support the Swedish government’s efforts and investments in eHealth. SEHA is presenting Sweden in the eHealth Network, together with the MoH. In parallel with the preparations of the JA 09 application SEHA is involved in the EHDS negotiations, providing compromise proposals during the Swedish EU Presidency. SEHA is also the Authority for the EU4Health Direct Grants for both primary use and secondary use of health data. SEHA has recently added to the Swedish government a pre-study for a national health data space.

ASOCIACION INSTITUTO DE INVESTIGACIÓN EN SISTEMAS DE SALUD (BIOSISTEMAK – Formerly Kronikgune)
ASOCIACION INSTITUTO DE INVESTIGACIÓN EN SISTEMAS DE SALUD (BIOSISTEMAK – Formerly Kronikgune) is the Basque Institute for Health Systems Research.
The institute aims to advance in the evaluation of health policies and services, the intervention models development, dissemination and the analysis of health services change and implementation. Biosistemak has participated, together with Osakidetza (the Basque Public Healthcare Provider) in more than 20 projects financed by different programmes and calls of the European Commission. Together they pursue the continuous adaptation and transformation of the health system to meet the current challenges facing health systems, supporting their effectiveness, efficiency, safety and sustainability.
Biosistemak will be mainly involved in WP9. The main tasks within this WP will be to define the necessary framework for telemedicine, sharing local experiences to extend its use across borders.
Fundación Instituto de Investigación Marqués de Valdecilla (IDIVAL)
Fundación Instituto de Investigación Marqués de Valdecilla (IDIVAL) is the main institution dedicated to biomedical research in the Region of Cantabria. It is patronized by both the University of Cantabria (UC) and the Regional Ministry of Health. IDIVAL promotes and manages the R&D within the regional publich healthcare system.
IDIVAL participates in the project together with the Servicio Cántabro de Salud (SCS), the regional healthcare service provider (the public institution in charge of providing medical assistance to the vast majority of the population in Cantabria), and the Directorate General for Digital Health of the Ministry of Health.
In the Xt-EHR project, IDIVAL/SCS contribute to several WPs: WP3, WP5, WP6, WP8 and WP9, and have a role in the Quality Management Commitee. Their aim is to contribute to the development of guidelines, use cases and regulation of EHR, specially with a focus on how usability and Human Factors Engeneering aspects have an impact on the adoption, use and safety related to the EHR, and implement those into their own tools.

NASERTIC has previous experience in European Union Funded Projects (Horizon Europe and Digital).
MINISTERIO DE SANIDAD (MS-ES)
MINISTERIO DE SANIDAD (MS-ES) is the National Competent Authority of Spain for this Joint Action 09 on the primary use of Health Data. MS-ES has a long-standing experience on the primary use of health data under the MyHealth@EU initiative. Among other flagship initiatives, MS-ES has led the incorporation of Spain’s national health System to the cross-border health services (Patient SummaryHealth record extract comprising a standardized collection of clinical and contextual information (retrospective, concurrent, prospective) that provides a snapshot in time of a subject of care’s health information and healthcare. is an identifiable dataset of essential and understandable health information that includes the most important clinical facts required to ensure safe and secure healthcare. This summarised version of the patient’s Read More and ePrescription/eDispensation). MS-ES has also been actively involved in the X-eHealth Project (eXchanging electronic Health Records in common framework) which can be considered a precedent of this JA-09 on the primary use of Health Data. MS-ES also coordinates and supervises the participation in the project of four affiliated entities (AE) from four different regions of Spain.
National Institute of Public Health (NIJZ)
National Institute of Public Health (NIJZ) is the central Slovenian institution for public health practice, research and education. It is organised as one central unit with nine regional offices and employs over 600 staff members. Its academic staff work on various tasks covering the areas of epidemiology of communicable and non-communicable diseases, health promotion, health protection, health system research and coordination of preventive programmes in primary health care. NIJZ functions as the central statistical authority in health sector. The National Health Insurance House (NHIH)
The National Health Insurance House (NHIH) is a public, autonomous institution of national interest, having as main aim to ensure the unitary and coordinated function of the social health insurance system in Romania. The CNAS has among responsibilities established by law: to organize and to administrate the health insurance platform which include the single integrated computer system, the national social insurance card system, the national electronic prescription system and the electronic health file of the patient. The main role of CNAS in the project will be to provide adequate technical input and to participate in the revision EEHRxF, functional and technical requirements for patient summary and in developing the recommendation for implementing acts defining EEHRxF for medical images coordination, to monitor the activity progress and to ensure the support in communication and dissemination activities in our country.
National Institute of Public Health (NIPH)
National Institute of Public Health (NIPH). The NIPH is a specialized agency of the public health administration, subordinated to the Ministry of Health. The NIPH role is to protect public health by providing technical and methodological guidance of the public health network, by developing the methodology and tools needed to monitor and assess public health program. NIPH is involved in providing an integrated information system for public health management at national level. NIPH has among its responsibilities established by law: to participate in the elaboration of strategies and public health policies and to organize the national database with statistics in public health. The main role of NIPH in the project will be to provide adequate coordination, to monitor the activity progress and to ensure the support in communication and dissemination activities in our country.
Serviços Partilhados do Ministério da Saúde
Serviços Partilhados do Ministério da Saúde, E. P. E. – SPMS/ Shared Services for Ministry of Health – SPMS . The Shared Services of the Ministry of Health, E.P.E. (SPMS) was created in 2010 by the Ministries of Health and Finance, with the main purpose of providing shared services – in the areas of purchasing and logistics, financial services, human resources and ICT – to entities that operate specifically in the area of health and health care, in order to “centralise, optimise and rationalise” the procurement of goods and services within the Portuguese National Health System (NHS). Focusing on the development of shared services for information systems and technologies, SPMS’s objective is to cooperate based on knowledge and information sharing while developing projects and activities for the advancement of healthcare services in the areas of health information and communications systems and technologies. In addition, SPMS also promotes the definition and use of international standards, methodologies and requirements that guarantee interoperability and interconnection of health information systems with each other and with cross-sectional information systems of the Public Administration. SPMS plays an active role in the Xt-EHR joint action, participating in all work packages except WP3 and 4. Its greatest contribution is in the leadership of WP7 ‘New services for EHR systems towards EHDS’, WP9 ‘TelemedicineTelemedicine is a subset of telehealth, as concluded by Sood et al. in a 2007 study after analyzing 104 peer-reviewed definitions of telemedicine. The e-Health Centre – CeZ (Centrum e-Zdrowia)
The e-Health Centre – CeZ (Centrum e-Zdrowia) is a state budgetary unit, subordinate to the Minister of Health, responsible for healthcare information systems. The main object of CeZ’s activity is to carry out tasks in the field of building information society, including health care, and to support management decisions of the Ministry of Health based on the conducted analyses. The Norwegian Directorate of Health
The Norwegian Directorate of Health reports to the Ministry of Health and Care Services in Norway. It implements government policies and has other responsibilities that are delegated by the ministry, including the authority to apply and interpret laws and regulations about public health and the health and care sector. In implementing policy, the directorate carries out work on behalf of the government and parliament. The directorate’s public mandate is to contribute to more people being in good health, to reducing health inequalities between people and to good and safe treatment in the health and care services. The directorate helps to ensure that the services that patients and users receive are coordinated. In addition to this, the directorate facilitates improved community safety and preparedness. The Directorate of Health has responsibility for digitalisation in the health and care services sector with national authority in the eHealth area.
The Directorate of Health has been appointed as national competent authority for the Xt-EHR project and will participate as the sole beneficiary in Norway. The Directorate will contribute with expertise on semantic interoperability standards and legal expertise to different tasks in work packages 4, 5, 6, 7, 8 and 9.

Lithuania – Ministry of Health of the Republic of Lithuania – SAM LT is the main beneficiary and the appointed Competent Authority, it will act as a responsible entity to carry out the work for this project. The Ministry of Health of the Republic of Lithuania is an institution that exercises executive powers, carries out State administration functions established by the laws and other legal acts in the health care sector, and implements State policy in the health care sector. The mission is to form and implement health policy that ensures public health, high quality health promotion activities, and rational use of resources.
The National Health Service of the Republic of Latvia (NHS)
The National Health Service of the Republic of Latvia (NHS) is the operating direct administrative institution subordinate to Ministry of Health. It was established on 1st November 2011. The aim of the NHS is to implement State policy for availability of health care services, administrate the State budgetary funds prescribed for health care, implement State policy in the planning of health care services, ensure rational and the most effective use of State budget and implement the e-Health programme according to the policy decided by the State.
The scope of activities and functions of the NHS is to:
• administrate the State budgetary funds prescribed for health care and in accordance with the concluded agreements to settle accounts for the provided health care services, as well as the medication and medical equipment prescribed for outpatient treatment;
• supervise the expenditures of State budgetary funds in medical institutions and pharmacies submitted to the administration of the National Health Service;
• analyze the financial and quantity indices of health care services, to make prognoses concerning the volume of health care services, as well as to evaluate the necessity of these services;
• inform the society about the available health care services and the procedure according to which the latter can be received, as well as advise the country’s residents on their rights while receiving health care services;
• organize and carry out the State centralized purchases of medications and medical equipment in the field of health care, which are stipulated in the normative acts;
• provide with the implementation of the programme on timely detection of cancer;
• in the regression procedure to recover the financial means for course of treatment for persons, provided that the present course of treatment is the consequence of an unlawful activity, inactivity or criminal offence;
• ensure the execution of the international liabilities in the implementation of the availability of health care services, as well as in the administration of the State budgetary funds prescribed for health care;
• determine the health care services funded from the State budget and calculate their tariffs;
• develop, maintain and update the list of State reimbursed medicine, that is based on the principles of health economics;

ARIA is the Lombardy Region in-house company
ARIA is the Lombardy Region in-house company, born on 1 July 2019 to govern public spending and driving the digital transformation of the Public Administration in the Region.
The company comes from the merger of a Regional Purchasing body (ARCA), a Digital Company (LISPA), a Construction company (ILSPA) and a company aimed to promote the Lombardy Brand all over the world (EXPLORA).
The result is a HUB of competences to support and to link citizens, companies, universities, research centers and local public bodies in the entire regional territory.
ARIA specifies, develops and operates the Lombardy Region eHealth services and EHR. Lombardy Region DG Welfare and ARIA are active in the cross-border service development and operation since epSOS, until the current CEF eHDSI / MyHealth@EU projects.
The Università Cattolica del Sacro Cuore

The Programma Mattone Internazionale Salute (ProMIS)
The Programma Mattone Internazionale Salute (ProMIS) is an institutionalized network, led by the Veneto Region, representing since 2015 the Italian Regions, Autonomous Provinces and the Italian Ministry of Health. ProMIS has been acting in the last 10 years as a collector of national and regional initiatives/inputs by supporting an inclusive approach to EU opportunities in the health & care environment. From the European Union perspective, ProMIS contributes to the growth of healthcare as a system on both international and European levels. ProMIS also advocates for the collaborative approach “Health in all policies (HiAP)” at the national level, supports actions contributing as a Country System to the strategic development of European Programming, and enhances networking capacity.
ProMIS serves as a conduit for addressing the training, information, research, innovation, and collaboration needs of the European Health System, translating them into action across multiple levels and systems. With its networking capabilities and strategic objectives, ProMIS aims to contribute to the growth of healthcare as a system, enhancing stakeholders’ competencies through exchanges of regional, national, and European approaches, experiences, and models, alongside the development of European-level initiatives.
The Italian Ministry of Health (MINISTERO DELLA SALUTE) (MINSAL)
The Italian Ministry of Health (MINISTERO DELLA SALUTE) (MINSAL) is the Italian representative at EU level, in the subjects of its competence. The Italian Ministry of Health is the official government authority in Italy for health and the link with international and European institutions on all health-related topics. It prepares the National Health Plan that outlines the strategic actions of healthcare for Italy that have to be implemented by regions: priority areas of intervention; essential levels of healthcare assistance; per capita amount of financing secured to the Regions for each year of validity of the plan needs and guidelines for staff training; guidelines for diagnostic-therapeutic pathways; criteria and indicators for verifying effective levels of assistance compared to set standards.
The Health Service Executive (HSE)
The Health Service Executive (HSE) is Ireland’s public health and social care service where the HSE provides hospital, community and social care for everyone living in Ireland.

ORSZÁGOS KÓRHÁZI FŐIGAZGATÓSÁG – OKFŐ
ORSZÁGOS KÓRHÁZI FŐIGAZGATÓSÁG – OKFŐ (official English name: NATIONAL DIRECTORATE GENERAL for HOSPITALS) is Hungary’s largest healthcare services provider, overseeing nearly 100 hospitals under the Ministry of Interior’s budgetary oversight. Playing a pivotal role in the Hungarian healthcare system, OKFŐ actively engages in health management, contributing to strategic government decisions for an integrated and transparent national healthcare system.
The National Directorate General for Hospitals (OKFŐ) serves as an Affiliated Entity within the project, collaborating under the guidance of the Health Informatics Service and Development Centre (ESZFK) – the CA and a consortium partner based in Hungary. OKFŐ will actively contribute to the project’s objectives through its involvement in key Work Packages.
Specifically, OKFŐ will play a crucial role in WP4, focusing on Sustainability and cross-border interoperability (T 4.1, T4.2). Additionally, OKFŐ will bring its expertise to bear on WP5 (T5.1, T5.2, T5.3), which deals with General requirements for EHRs and system interfaces. Furthermore, OKFŐ’s engagement extends to WP7 (T7.1, T7.2, T7.3) , where it will contribute to the development of new services for EHR systems. This includes the implementation guides on EEHRxF-functional and technical requirements and specifications for EHR systems, with a particular focus on laboratory results and reports, medical images and reports, and discharge reports.
Health Informatics Service and Development Center (ESZFK)
Health Informatics Service and Development Center (ESZFK) as competent authority is responsible for the development of central health information systems, application management and customer service, particularly the National e-Health Infrastructure (EESZT). It is responsible for the Hungarian NCPeH and managing EU funded digital health projects as competent authority. Among others, ESZFK is the coordinator of the PATHeD project and leads the Health Use Case (UC6) of POTENTIAL project. ESZFK -takes the responsibility for leading WP5 and co-leading WP4, leading or co-leading tasks in both WPs and contribute actively to all deliverables relying on its expertise in ehealth infrastructures, EHR systems, FAIR data and the interoperability framework. It participates in WP9 with active role, contributes to WP6 and WP7 with review role.
The 3rd Regional Health Authority (3YPE) (AE)
The 3rd Regional Health Authority (3YPE) (AE) of Macedonia (or 3rd Hellenic Health Region (3rd RHH)) belongs to a network of seven Regional Health Authorities established by the Greek state in 2001. The 3YPE is responsible to provide recommendations and monitor the implementation of regional health policies set by the Ministry of Health (MoH). The 3YPE, as a governmental authority, is responsible for 15 Hospitals and 246 Primary Rural HealthcareCare activities, services, management or supplies related to the health of an individual. The Authority is managed by and acts through a seven-member board (Executive Chair, Vice Chair, and five members), which manages its assets and resources and carries out its duties, powers, and authorities. The Croatian Institute of Public Health – CIPH
The Croatian Institute of Public Health – CIPH (in Croatian: Hrvatski zavod za javno zdravstvo; abbreviation: HZJZ) is a central public health institute in the Republic of Croatia. CIPH deals with public health, health promotion and education, prevention of chronic noncommunicable diseases, prevention of infectious diseases, microbiology, environmental health, school medicine, mental health care, and addiction prevention. CIPH’s main tasks are to plan, promote and implement measures for the enhancement of population health and reduction of health problems. The Department of Health Informatics and Biostatistics at Croatian Institute of Public Health is actively working with public health data in Croatia with data collection, data harmonisation, data analysis as well as data interpretation and public health policy making in Croatia.
Croatia – The Croatian health insurance fund CHIF
The Croatian health insurance fund CHIF (in Croatian: Hrvatski zavod za zdravstveno osiguranje; abbreviation: HZZO) (CA) is the institution under the umbrella of the Ministry of Health of the Republic of Croatia that performs compulsory, but also supplemental, and additional (voluntary) health insurance. Compulsory insurance is in its biggest part financed by compulsory health care contributions and it enables the universal use of health services for all categories of population (employed, unemployed, children, and retired people).
Under the supervision of CHIF, large scale health care projects have been implemented using national and foreign resources. CHIF is the holder of the Central Health Information System of the Republic of Croatia (CEZIH) with the registry of patients, health resources registry including portal of messaging system for communication between health providers and CHIF.
Vitalink Vlaanderen (VL O)
Vitalink Vlaanderen (VL O) is a project of the Flemish Agency for Care and Health that supports the primary use of health data. Vitalink is an application with, on a day-by-day basis, many tens of thousands of individual users. These include both citizens as well as healthcare providers. Vitalink is a vault for citizens’ health data, therefore aspects such as security, availability, transparency of processes, are extremely important.
Vitalink is not a stand-alone application but is integrated with other government platforms in the Belgian eHealth context and is simultaneously connected to dozens of software packages of professional healthcare providers such as general practitioners and pharmacists but also hospitals and other care facilities. With Vitalink, in an intensive collaboration with other actors such as HL7-Belgium, we are working on a better and more intensive use of the international standard HL7-FHIR in Belgium. The Vitalink team is clearly one of the pioneers regarding this subject in Belgium.

Policy wise, it is the ambition of the Belgian eHealth Platform to fully integrate European health information services and implement the EU4Health Programme’s general objective of strengthening health systems (Article 3, point (d)) through the specific objectives defined in Article 4, point (f), of Regulation (EU) 2021/522. Moreover, eHealth Platform wishes to ensure a sound integration between the European architecture and business rules and its own services (e.g.identification, exchange of medical data). It is also eHealth’s objective to implement and pursue our good practices pertaining to EHR systems and mobiles applications certification.
The Austrian National Public Health Institute (Gesundheit Österreich GmbH – GÖG)
The Austrian National Public Health Institute (Gesundheit Österreich GmbH – GÖG) is the institution responsible for researching and planning public healthcare in Austria, and acts as the national competence and funding centre for the promotion of health. Set up by Federal Law in 2006, GÖG is a public non-profit limited liability company fully owned by the Republic of Austria. GÖG is already the informative national contact point for patients regarding cross-border health services, and brings experience from numerous previous EU funded projects, and in leading work packages. GÖG will be leading WP3 for evaluation and contribute with their expertise in WP2 for dissemination.
ELGA GmbH
ELGA GmbH was founded on November 20, 2009 by the Austrian federal government, provinces and social insurance funds. The objective of the organization is “the non-profit provision of services in the general interest in the area of public services in the field of e-health for the introduction and implementation of the electronic health record (ELGA)”.
ELGA is committed to using international, uniform standards for seamless, transparent and structured data exchange. The experienced team of ELGA will adapt central components of its EHR infrastructure to support cross-border eHealth services and integrate the NCPeH, thus mainly contribute in work packages with a technical and semantic focus on European Exchange formats.
